Roger specializes in insolvency and bankruptcy matters. In addition to representing clients as bankruptcy litigation counsel, he is also often retained as counsel for the bankruptcy trustee or creditors’ committee. Roger has represented clients in most of the nation’s major Chapter 11 cases, and has participated in various international insolvency matters. In addition, he has represented financial institutions in connection with loan work outs and Chapter 11 litigation. He is regularly retained as an expert witness in bankruptcy and other cases, and is an experienced arbitrator and mediator.
Roger served as a United States Bankruptcy Judge for the District of Columbia from 1972 through 1983. He was also designated by Chief Justice Warren Burger to serve on the United States Bankruptcy Court for the District of Maryland in 1981 and 1982.
He is an active member of various bar and bankruptcy organizations, including the American Bankruptcy Institute. He has served on the ABI’s Board and Executive Committee, and in 2004 served as its Resident Scholar. He has lectured and written extensively for continuing legal education programs and bankruptcy and commercial law institutes. Roger is also one of the Distinguished Lecturers for the Columbus School of Law at the Catholic University of America. He served as a Master of the Walter Chandler American Inns of Court, and currently maintains emeritus status with that organization.
Roger was born and raised in New York City. He attended Georgetown University, and in 1959 graduated cum laude. Roger graduated from Georgetown University Law Center in 1962. He is a member of the District of Columbia Bar.
